Innocent Planter - Bad Planning
Inspectors do see a lot of planters and small gardens that are put right up against the house. The stucco has a small metal piece at the bottom that is called a weep screed. This screed has holes in it so that if the wall builds up moisture inside of it, the moisture eventually will run down and out. Putting soil or rocks up to that level or even above (like this one), is inviting moisture to enter into the wall from the bottom. You should have air flow at the bottom and it is suppose to be 1.5" away from anything.
